productivity and accessibility for disabled employees \u2013 if used correctly.<br><br>\u2022 Organisations should create strong AI governance frameworks to ensure high standards of disability inclusion.<br><br>\u2022 AI tools should be used to augment human judgement, not replace it. Ensure work and decisions involving AI are reviewed by a human with the authority to change them.<br><br>\u2022 Disabled workers need to be involved in AI development and use, from defining the need, to procurement, testing, and post-delivery reviews.<\/p><\/div><\/div><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Common accessibility barriers in AI<\/h2>\n\n\n\n<p>AI is increasingly being used by people in all areas of life, especially at work, due to the huge benefits it offers in improving productivity. The potential benefits to both organisations and individuals are significant.<\/p>\n\n\n\n<p>However, as with any new and emerging technology, organisations must ensure they implement and manage the use of AI consciously. If not carefully managed, AI could have unintended consequences, such as excluding, hampering, or discriminating against disabled people.<\/p>\n\n\n\n<p>Some of the risks of AI that need to be considered and mitigated are:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">AI bias against disabled people<\/h3>\n\n\n\n<p>AI models are trained on data generated by humans, which can reflect biases in society. This leads to potential discrimination against disabled people.<\/p>\n\n\n\n<p>For example, a <a href=\"https:\/\/dl.acm.org\/doi\/10.1145\/3630106.3658933\" target=\"_blank\" rel=\"noopener\">2024 study<\/a> asked ChatGPT-4 to rank CVs against identical CVs that were enhanced with disability-related leadership awards, scholarships and memberships. ChatGPT exhibited prejudice against disability-related CVs. This shows that, without safeguards, use of AI tools can disadvantage disabled people.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Hallucinations and inaccuracies<\/h3>\n\n\n\n<p>Common AI tools that people use are Large Language Models (LLMs). These programmes are \u2018trained\u2019 on huge amounts of human-generated content, and then use probabilities to predict the most likely sequence of words to generate responses to prompts. IBM has a <a href=\"https:\/\/www.ibm.com\/think\/topics\/large-language-models\" target=\"_blank\" rel=\"noopener\">more detailed explanation<\/a>.<\/p>\n\n\n\n<p>Because LLMs are trained on data generated by humans, they can contain inaccurate information which they then may replicate. LLMs also sometimes make things up when they can\u2019t find the answer to a question, which is known as \u2018hallucinating.\u2019 Both of these tendencies can disproportionately harm disabled users, especially if AI is being used as an accessibility tool. For example, a disabled person may be given incorrect accessibility information about a venue, resulting in them spending money on a ticket only to be unable to access the premises.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Inaccessible AI tools<\/h3>\n\n\n\n<p>While AI has huge potential as an accessibility aid, some AI tools do not have fully integrated accessibility features. Not all AI programmes are accessible to screen readers, and they also may produce outputs that are not accessible.<\/p>\n\n\n\n<p>Disabled workers must not be required to use tools that are not accessible to them. Otherwise, their work and morale may suffer, leading to lower productivity for the organisation and disadvantage for the individual.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Speed of deployment<\/h3>\n\n\n\n<p>Many organisations are deploying AI into their workstreams at significant pace and scale. This potentially creates a barrier for disabled people whose ways of working are disrupted if the change is not managed in a considered way. Disabled workers should be given opportunities to become familiar with new ways of working with AI, and to feedback on potential accessibility issues, before full-scale deployment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How organisations can avoid barriers in AI use<\/h2>\n\n\n\n<p>While there are potential barriers in AI use, organisations can manage them to realise the benefits of AI for all employees. This includes identifying opportunities to implement AI into workflows, defining what is needed from AI tools, testing AI tools before they are deployed, and providing feedback after AI tools are implemented.<\/p>\n\n\n\n<p>Disabled experts should also have a role in creating the AI governance framework and an ongoing role in governance. Crucially, they should have the power to reject AI tools that do not meet the organisation\u2019s disability inclusion standards.<\/p>\n\n\n\n<p>Organisations should consult with:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Disability network groups.<\/li>\n\n\n\n<li>Experts in digital inclusion.<\/li>\n\n\n\n<li>Senior inclusion and accessibility champions.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Tip 2 \u2013 Establish AI governance frameworks<\/h3>\n\n\n\n<p>A mature AI governance framework should:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Explain what the organisation wants to achieve<\/strong> with its use of AI. Many organisations feel pressure to adopt AI quickly. Defining what outcomes AI should achieve will mean that adoption will be targeted and avoid unnecessary disruption to disabled employees\u2019 ways of working. Organisations should have specific and measurable objectives that align with the needs of the business, its employees and its customers.<\/li>\n\n\n\n<li><strong>Place disability inclusion at its heart.<\/strong> Accessibility and disability inclusion should be core considerations that are non-negotiable in AI use. It should define what disability inclusion in AI use looks like and establish processes for checking that this is being delivered from the design stage through to deployment and beyond.<\/li>\n\n\n\n<li><strong>Work with existing accessibility systems. <\/strong>The framework should outline how AI tools can ensure compatibility with existing systems and accessibility tools that disabled employees use. It should reference the organisation\u2019s inclusive technology standard or framework. This is vital to ensure that the organisation\u2019s systems, apps and platforms do not become inaccessible due to AI use. Employees must be able to continue to use <a href=\"https:\/\/businessdisabilityforum.org.uk\/resource\/technology-toolkit\/what-is-assistive-technology\/\">assistive technologies<\/a> with any AI tool that is introduced.<\/li>\n\n\n\n<li><strong>Have responsible owners for responsible AI.<\/strong> There should be a named senior executive who has objectives to ensure AI is used responsibly and with a particular focus on disability. href=\"https:\/\/businessdisabilityforum.org.uk\/policy-and-research\/forums-and-working-groups\/\" data-type=\"link\" data-id=\"https:\/\/businessdisabilityforum.org.uk\/policy-and-research\/forums-and-working-groups\/\" target=\"_blank\" rel=\"noreferrer noopener\">forums and working groups<\/a>. The working group begins in March 2026 in response to the UK Government&#8217;s publication of the <a href=\"https:\/\/www.gov.uk\/government\/publications\/national-cancer-plan-for-england\" data-type=\"link\" data-id=\"https:\/\/www.gov.uk\/government\/publications\/national-cancer-plan-for-england\" target=\"_blank\" rel=\"noreferrer noopener\">National Cancer Plan<\/a> (published on 4 February 2026). <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why a cancer working group and why now?<\/strong><\/h2>\n\n\n\n<p>BDF responded to the 2022 consultation to inform the development of this Plan. To do so, we spoke to employers and people who have, or who are recovering from, cancer. We focused on the experience of cancer, treatment, employer-provided medical insurance, language, and care and support while continuing to work, or planning to return to work.<\/p>\n\n\n\n<p>Work was an important element of the journey through cancer and\/or recovery. We therefore emphasised in our consultation responses that we wanted to see work-related support and work as a recovery outcome for a national cancer strategy (where appropriate and where someone wants to and can work). As this is a subgroup of the Work and Health Policy Forum, the group comprises members of this forum who want to work in more depth on cancer at work.<\/p>\n\n\n\n<p>The terms and purpose of this group will be defined at the first meeting in March. However, this working group will focus on the experience of cancer while working, and how workplaces can better understand and support employees with or recovering from cancer, as per the
